HTML Content Placeholders in <head> are loading before the stylesheets

Presently, if an HTML content placeholder control is inserted into the <head> of a Master page, it'll load that content before the theme's stylesheets. This is problematic specifically with jQuery, which should be loaded after the stylesheets to prevent errors with the $(document).ready() function from firing before the various styles load on the page.
 
It'd be far preferable (at least from a js coder's standpoint) for the stylesheets to appear in the <head> prior to the html content placeholder's content.

This is still creating jQuery-related loading issues.
